  1. The Twin Otter is not pressurized. It seems hard to believe that they would have climbed to 17,000 feet as a routine enroute altitude. Not sure when the rules regarding oxygen requirements for passengers were instituted but I don’t think that worked in 1978. It seems that would have been mentioned more prominently in the accident report.
